Service Description: PCS offers an innovative approach to our clients to satisfy the requirements of State Act 45 of 1999, otherwise know as the Pennsylvania Uniform Construction Code. PCS will ensure that construction activities are conducted in accordance with applicable code requirements. We tailor our services to meet the client’s needs on projects of all sizes while maintaining the requirements of the building code. Computer software and databases will be customized to meet the community’s needs and reporting requirements.

Consulting: Proposed and billed on an hourly basis. Our consulting services include defining client needs, developing a building department infrastructure, creating viable fee schedules, and identifying feasible alternatives to comply with the requirements of State Act 45.

Plan Review: The PA Uniform Construction Code and all other model codes require that all construction documents be examined and approved by a certified Building Plans Examiner.  A comprehensive plan review performed by a qualified individual is an essential element in the administration of the Building Codes.  PCS plans examiners utilize comprehensive review checklist for all code disciplines.  All plan reviews are performed in an efficient and timely manner with turnarounds consistent with Building Permit Application procedures.  Our Plan Review Submittal Application including instructions and fees are conveniently available for download. Inspections: We will provide local government, private firms, contractors, and building owners with a detailed inspection service of the various building systems including: footings, foundations, framing, building envelope and energy efficiency, mechanical systems, plumbing systems, electrical systems, and various safety issues. We provide a written inspection report for each phase of construction.

Training: Some municipalities may have individuals currently on staff within the building department; these individuals may not be certified or experienced to properly administer the code. PCS will provide support and training to those individuals with the intention to assist the municipality with successful implementation of the state wide building code.

Additional Services: PCS will offer additional municipal services that are not required by Act 45.

Code Enforcement: Some clients may wish to incorporate code enforcement activities into the services we provide. Our experience, qualifications and expertise can encompass all aspects of a fully functional building department.

Zoning Review: Clients may also choose to incorporate our zoning review and inspection service into their contract. Zoning reviews and inspection may be incorporated with building review and inspections on all projects resulting in a concerted and efficient effort.

Pennsylvania Opt-Out municipalities: PCS provide inspection services to building owners or contractors that are doing construction work on 1 & 2 Family Dwellings in municipalities that have decided to Opt-Out of enforcement of the UCC.
